what is the first step to studding out my english bulldog?
He is AKC Cert. has all papers and very good health I just don't know how to get going.
Get his championship. Get his OFA, BAER, and any other health testing and certs. done. Often you can get such BAER and Cardio testing done at shows for much cheaper. The show premium list will say if it is offering such services.
Just being AKC is no guarantee of quality. You need to know his pedigree, what health issues his bloodline may have, research his sire and dam and his other ancestors to know more about your dog and what to avoid and what he might throw.
Get him evaluated by his breeder and other breeders that are members of your local and hopefully national club.
So there are many steps, not just one. He should be at least 2-3 yrs old IMHO. As health issues my not show up before that and you can get sued if he throws defective pups. Looking and acting healthy are NOT enough when it comes to ethical breeding.
Learn from experienced breeders to avoid any injuries to your male and to the female. Bulldogs can be very dog aggressive, esp. when hormones are aroused. If the female is not receptive, you need to know how to handle that.
Show breeders normally send the female to the stud owner's house. Do you have escape proof separate areas for females??? Do you have good insurance in case of an accident??? Do you know what questions to ask the b*tch's owner, to keep your dog healthy???
Many Bulldogs end up in rescue. Foster some before deciding to breed since you don't seem to have the knowledge you need.
Your dog is NOT a money machine. Breeding costs money if it's done right. And few people like living with stud dogs....they may mark all over the house, become very territorial and aggressive, and usually are not good pets. They may also start trying to escape since they can smell females in season over a mile away. Leave the breeding to the pros that are set up for it and know how to keep such a breed as healthy as possible.

AKC English Bulldog Book?
I bought an English Bulldog a year ago from a breeder, I paid for a papered dog. At first he said that he would send his papers and now it we can reach it, and he did not answer or return our calls. Is there anything we can do about it, or how they can get their papers to us?
You can report this to the AKC, but really that's all you can do unless you by some miracle, both father and mother have DNA profiles recorded in the AKC, then it can be shown by DNA testing your dog. The breeder must provide the AKC papers and hopes to do so, otherwise the ratings of owners dog would claim their purebred puppies such a thing. There is no evidence, other than paper.
