Is there any correlation between heat and bulldogs not wanting to eliminate?
As it has gotten hotter our bulldog only seems to want to go at 4am and that means if he is not in his create (which he hasn't been in the past few months) it is on the floor-any suggestion to encourage poo?

Well he is training you well, LOL. I have taught my girls to go on command and I use food! You need to force him out and perhaps take him for a walk so he gets stimulated to eliminate. One of my girls will NOT go out in the rain and she will hold it for at least a day if I let her. When he goes find a word that you do not say alot, I use 30 seconds which is a tongue twister but I say it excitedly and repeatedly while they go then I make a big stink like good girl with lots of petting and give treats. Eventually you will not need the treats nor have to be so excited. Its not that they are not heat tolerant its that they have a hard time cooling the air they breathe in. He may need palate surgery if he is really not wanting to go out. Male dogs especially like to leave their calling card so a short walk around the block may do the trick. Good luck
Added: they tend to go back to acting like they don't know what they are doing. I believe this is teenage rebellion, or angst if you will. You just need to be firm again. Or he will really train you. He is just testing the waters and being as lazy as he can be, just don't let him. He will come around again in about a month when he figures what he wants is gone! LOL. I didn't realize he was so young. All puppies do this just to see how far they can use their own control.

I love English Bulldog. I own one and she is great. Afew may have medical problems, and you can not let a. warm up They die quickly if they get hot. They love everyone and are great with children. They make a good guard dog, because if you do the animals that would leave home with everything you own them, including. Ido than mine would protect his family, but only if she really thought we were real problems. They have wonderful personalities and are super cute though.
