How do i make a Computer Generated map?

I have to make a map showing the migration of a country to southern california. I have to do this by computer. Is there a website i can go to, or anything that can help me make this map. Now heres a little more detail. I have to make a map that shows someone who moved from a country to Hawaii then lastly to Southern California. If theres any thing that can help me i would be really happy to know.

I think you'll need some sort of image editing package like photoshop, paint-shop pro or a desktop publishing package like CorelDraw.

I'd start by downloading a map of the world and opening it up in PhotoShop. Select the countries you want with the magic wand tool or lasso tool. Fill them in any colour you want then make your drawings over the top. Once you're done you should be able to delete the background which will rid you of any copyright concerns.

With a little tweaking you should be able to create quite a professional looking map in this manner.
Good luck!

What the hell does this line mean?

Found this in the current page alert Severe Weather Underground: http://i911.photobucket.com/albums/ac318/AtarahDerek/FloodWatchLine.png Areas light green are active flood warnings, while the darker green areas are flood watches. As you can see, there is a green line extending from southern California all the way to Alaska. When I click on it, I do not give any details. But it is very consistent between pages. When I see a certain map area, which is still there. When you refresh the page, which is still there. What does this line? Is it the closest thing to NOAA has a tsunami warning? Is it a glitch in the art program? Anybody digital sliding brush?

I am currently in school for meteorology at Penn State and has a wall map showing all the warnings of several of NOAA and I've never seen anything like that. So I think there must be some kind of technical problem.
