Is there any way we can stop people from breeding dogs without any knowledge?

Why don't people understand that breeding is serious? Why can't people who want to breed seriously google other breeders and get some books first?
In the above case I think it is just someone joking to get attention, but it is so pointless.
Maybe there should be a name and shame list on YA for all the people posting "how to breed".
I don't mean to have a hate campaign against anyone, it is just so demoralizing to see how inconsidered some people are.
Some people look at their pet as a four legged ATM. Unfortunately there is no way to stop these morons from breeding their dogs.
