I'm looking for Shih Tzu puppies for sale in Wisconsin. I preferably want a male that is black with a little white on his paws, or face, or chest. $400 or under would be very good too!

For $400, all you are are going to find are rescue dogs and backyard breeder (BYB) dogs. That $400 will turn into thousands of dollars in vet bills due to the crappy bloodlines with BYB dogs.
If it were me, I'd be looking for a healthy dog first and colour second. But, that's just me.
