Is there a kennel club in Australia- more specifically Victoria?

I found a breeder, but I don't know how to tell weather its a good one or not? I read the the UK, and America have a "Kennel club", where all reputable breeders have to be registered through them. Is there an Australian version of that, or just some kind of association. Or just someone who can tell me weather a breeder is any good?

Australia has the umbrella Kennel Club - the Australian National Kennel Club

and each state has its own Kennel Club which is under the ANKC and in Victoria is it the Victorian Canine Association VCA

but they won't be able to tell you if a breeder is good.

The only way to tell if a breeder is any good is to see how the dogs they own and have bred do in the show ring - the proof is in the pudding. Visit the kennel and check it out for yourself as to how the dogs are cared for. Talk to other breeders - be aware that the show world can be a very bit*chy world so don't take what other breeders tell you as gospel. Take it in, do some research and make your own assumptions about whether their info was good or not. Get out to a show and see the breeder in action with the dogs. That will tell you alot.

A good breeder should be able to tell you the faults of their dogs, why they have bred a particular litter and what they were hoping to achieve.

There is the usual about being sure the sire and dam has had all the necessary genetic testing for the breed and has passed these tests, health guarantees, etc.
